It can’t be down to a lack of #DigitisationStrategies in states, municipalities and cities. Perhaps, though, it’s actually those very strategies that share some of the responsibility for the current situation, paradoxical as that may sound. Developing a strategy within administration first of all takes time, because it’s meant to point the way for at least one year, ideally three, and preferably even more. For that to be possible, the field of activity has to be reasonably well structured, and therefore plannable. But digitising government is still so much in a phase of finding its feet that a strategy in this area will very likely already be outdated by the time it’s adopted.
There are ways to design strategies so they can still provide stability, structure and direction in volatile environments. But what German digitisation of government perhaps needs far more than structuring zeal and perfectionism is a more #pragmatic #approach. Because what might not yet meet the standards of individual administrative staff may already be such a big step forward for citizens and businesses that the #benefit gets noticed, instead of people hunting for the one hair in the soup.
