Of course I’m pleased that Hamburg is doing so well. It would be nice if there were a #felt #DigitisationIndex for both everyday work life and everyday private life. Because these indices would tell us about approval, or the perceived gap between expectation and the administrative reality people actually experience.

I’m glad we’ve come together as a team, wanting to keep supporting and driving forward digitising government. Because the opportunities are there — they just need to be used. Too often we get lost in German thoroughness and the search for perfect solutions, which, at least in this area, gets in our own way somewhat. That’s how costs rise, time slips away, and effectiveness and efficiency drop. But that doesn’t have to be the case. And that’s exactly what we want to change.

Since last week, our #App #BNOW is finally available in its full version. The app consistently follows a #UserCentred approach in order to build the bridge — in this case, to the rich range of things on offer in Bergedorf. It was developed on behalf of the Bergedorf district office as part of the eponymous project “Bergedorf NOW”, and funded with resources from the federal programme “Future-proof city centres and hubs” through the Federal Ministry of Housing, Urban Development and Building (BMWSB). Many thanks to Jenny Ramm, Marlene Sandecki, Julia Staron, Tanja Tribian, Thorsten Kausch and all the supporters for the great collaboration.
The app isn’t standing still, though — it keeps being maintained continuously: filters get adjusted, removed and added, and above all, more locations keep being added. It’s especially pleasing that we developed the app as a team of freelancers from our #ExpertenDigital network, so that the budget provided could be used very effectively and efficiently.…

I can only agree with that, Stefanie Klefisch. We work too much on online solutions instead of consistently digitising and fundamentally changing administration. Here I’d hope for even more #courage, without losing sight of the users, whose situation the #OZG is actually meant to improve.

To start with a quote from Hermann Hesse: a magic dwells in each beginning. Anyone wanting to digitise a government service may know this motivating feeling, when it becomes clear that the solution being considered could really deliver added value for both sides. In the best case, it might even be fun, and improve the relationship between the authority and the citizen or business.
Driven by this #enthusiasm, a solution is then often worked out quickly — but that ends up giving away a lot of the potential that this beginning brings with it. There’s a lot of grumbling about #DigitisingGovernment in Germany. When it came to digital public services, Germany ranked 18th in the EU in 2022 according to the Digital Economy and Society Index (#DESI), and had actually dropped a place compared to the previous year (or put differently: at least one other country took more effective measures). That Germany has since done better, and maybe even finally turned this small trend clearly around for the better, in order to actively help shape the EU in this area — unfortunately, that’s not something we can assume.
It can’t be down to a lack of #DigitisationStrategies in states, municipalities and cities. Perhaps, though, it’s actually those very strategies that share some of the responsibility for the current situation, paradoxical as that may sound. Digitising government in Germany unfortunately isn’t moving forward at the pace it needs to. Pinning the blame for that squarely on #authorities is unfair. Staff in authorities are just as digitisation-minded as people working in other sectors. But the #FrameworkConditions they work under are far more complicated, which makes the necessary change noticeably harder. Procurement paths for even just up-to-date computers and software are long, if they’re even possible at all. Introducing new requirements and processes alongside an already heavy workload isn’t easy. On top of that, the #DecisionMakingStructure is more rigid than in many companies.
That’s exactly why it’s so encouraging that, in our conversations, we keep seeing real motivation and #DigitalCompetence among staff in authorities. We keep noticing that digitising government in Germany, in various areas, tends to happen in a technology-centred way. In doing so, it gets forgotten that it’s people, businesses and authorities who have needs. And it’s exactly those needs that have to be at the centre, so that #digitisation doesn’t become an end in itself. With a genuinely lived #UserCentredApproach, the digital path to the authority can be a pure pleasure for everyone involved.
The better an online presence enables #SelfOrientation and independence, the greater user satisfaction becomes. That’s just as true for administrations as it is for other online offerings. And that very likely also increases #trust in digital government. Combined with the option of getting direct help by phone, email or other channels, depending on what suits…

That’s really a very good approach. Because there are so many motivated staff in cities and municipalities, that it would be a real shame — practically a waste — NOT to actively use that potential.

For three years now, some of us have been supporting the city of Hamburg in digitising government services under the Online Access Act (OZG) in a way that lets other states use these online services too. Now its amendment, OZG 2.0, has been rejected by the Bundesrat — a good moment for us to discuss, off the record, the current challenges and forward-looking strategies, so we can play our part and keep pushing digitisation forward in a targeted way. Because Germany is still lagging behind.
