OZG theme week – Part 1
575 administrative services were meant to be digitised through the OZG. More and more of them are now actually “available online”. But in many cases, the supposed success is only an illusion. Look closer, and the digitisation dissolves into file dust. According to the Normenkontrollrat, media-break-free, end-to-end digitisation is often still missing.
So an application can be filled out online, and is therefore “available online” — but then citizens have to print it out, sign it, and send it by post. Or they can submit the application digitally, but the caseworkers then have to print it out again, or enter the data by hand into a different system.
As long as registers aren’t connected and specialist procedures aren’t integrated, digitisation therefore stays mostly one thing: cosmetic. More on this throughout our theme week.
