What a waste!

The NExT study, commissioned by the government, continuously examines the reuse of digitisation solutions in government — that is, whether solutions developed by one authority get adopted by others, the way it’s actually intended and would make economic sense.

The result: reuse barely happens. The same technical solution is often developed from scratch, again and again. That costs not just a lot of money, but a lot of time too.

But why is that?

The problem isn’t the technology. It’s responsibilities and a lack of product ownership. Because right now, there are hardly any standardised processes for effectively reusing technical solutions. The study finds: projects are often treated as finished once development is done, instead of seeing that as just one step along the way. In principle, authorities should then try to “sell” a successful product to other authorities. But that doesn’t happen (often enough). So a process urgently needs to be developed for how successful solutions can be spread more widely.
