Many digital strategies still follow the same pattern: a project gets planned, implemented, and ‘closed’. But that’s not enough anymore!

The problem: the world changes faster than any digital strategy. That’s why the OECD notes in its new study: a future-proof administration isn’t the one that delivers correctly once, but the one that continuously learns and adapts.

Solutions are no longer thought of as final, but improved iteratively. Feedback from practice flows systematically back into processes. Administration keeps evolving step by step. So what we’re seeing here is a fundamental shift — one that requires rethinking administrative logic: less perfection. Constant further development.

And that’s exactly where the real challenge lies: not in the technology. But in the willingness to work differently.

Do we want to keep closing projects? Or do we start thinking of administration as a learning system?
