How regulation helps decide the pace of digitising government.

Digital government needs security. Everyone agrees on that. But how much? More and more often, it shows: too many security requirements hold back exactly the projects meant to modernise the state. Right now, that mainly affects critical infrastructure and authorities. New cyber rules bring more security, but also many new hurdles: reporting obligations, certifications, and technical checks that often take months.

Too little security endangers trust and data. Too much regulation paralyses progress. So what do we need? A smart middle path — agile, risk-based regulation that treats security as part of digitisation, not as a hurdle.
