EuropAI is coming. Here’s what Europe’s answer to ChatGPT means for Germany, businesses and administrations.

Europe no longer wants to just watch when it comes to artificial intelligence. Great! And one of the most important projects for greater independence launched on 1 July 2026: EuropAI.

What is it?
An EU-owned generative AI, meant to do everything ChatGPT and the other big AI models can do, and more — but while complying with European rules and laws. That makes it especially interesting for authorities and administrations, which are often not even allowed to use US services at all. But of course also for businesses that want to better protect sensitive data.

How is the new AI being built?
The project brings together public administrations and technology partners from the Netherlands, Denmark, Belgium and Luxembourg. Together, they’re developing AI solutions that can then be adopted by authorities across Europe. The focus is on three concrete application areas:

· Simplifying laws and administrative procedures
· Urban and spatial analysis for planning and development
· Digital assistants for citizens

Why is the EU doing this?
It’s not just about data protection and independence, but also digital efficiency. Today, every administration often develops or procures its digital solutions on its own. That costs time and money, and leads to similar problems being solved from scratch again and again. EuropAI is meant to change exactly that. Instead of developing the same AI 100 times over, authorities should in future be able to draw on shared technical components, standardised documentation, and proven implementation models.

When is EuropAI coming?
Nobody knows, and it will probably still take some time before authorities, businesses and citizens can use the new AI.
