A little Italian! Italy has managed something that sounds like a distant dream in many administrations: it has rethought and digitised government procurement. At the centre is CONSIP, a platform acting as the central purchasing hub for public administration. Sounds unspectacular? It really isn’t!

Finally, individual authorities no longer have to put every project out to tender from scratch. They draw on existing contracts, vetted suppliers and standardised services — and in doing so they collect data, exchange it automatically, and keep improving the quality of their suppliers. The OECD describes exactly this approach as one of the most important levers of modern government. Procurement moves from being an administrative process to becoming strategic infrastructure. The effect is enormous!

• Processes get faster
• Quality goes up
• Innovation gets easier

Above all, though, something often underestimated emerges: a learning system. The lesson from Italy is clear: the speed of digitising government isn’t only decided by the service citizens get. It’s also decided by where the state determines what it buys, and how.
