What this means for administration.

Citizen participation used to be just a nice extra. Something you start when there’s time and budget for it. Often tedious, drawn-out, and piecemeal. That understanding is now changing fundamentally.

Digital participation is no longer seen as an add-on, but as part of the administrative infrastructure. That’s a crucial difference. Because infrastructure isn’t optional. It’s the foundation everything else builds on. What does that mean in concrete terms?

Participation no longer happens at isolated points, but continuously.

It’s no longer only used for big projects, but embedded in everyday processes.

And it’s no longer separate from administration, but becomes part of its workflows.

Digital participation helps identify needs early, make conflicts visible, and steer measures more precisely. That makes administration, and planning in particular, even more efficient.

Why now, of all times? Because participation has never been easier. Apps and platforms give access to many people in different places. Info evenings and workshops are no longer necessary. Artificial intelligence can structure and evaluate huge amounts of feedback.

That way, the data can be continuously fed into decision-making processes.
